SUBJECT: Matthew Duane Palmer, age 37, of 2491 Lindfield Circle, Effingham, SC 29541 was arrested by Investigators with the Florence County Sheriff’s Office on June 20, 2019 and charged with one count of Unlawful Dissemination of Obscene Material to a Person Under 18 years (S.C. Code Ann. 16-15-345), one count of Criminal Solicitation of a Minor (S.C. Code Ann. 16-15-342), ten counts of Sexual Exploitation of a Minor, Third Degree (S.C. Code Ann. 16-15-410(A)) and ten counts of Sexual Exploitation of a Minor, Second Degree (S.C. Code Ann. 16-15-405(A)). See FCSO Booking Website for additional information.

NARRATIVE: Investigators with the Florence County Sheriff’s Office arrested Matthew Duane Palmer on June 20, 2019 and charged him with a number of offenses involving the solicitation of minors for sex acts and/or the possession or dissemination of child pornography. According to Investigators, from approximately June 12, 2019 until approximately June 18, 2019 Palmer is alleged to have had in his possession obscene material, including material containing visual representations of minors engaged in sexual activity or appearing in a state of sexually explicit nudity, and distributed those materials to underage individuals. In addition, on or about June 12, 2019, Palmer is alleged to have solicited on line a person who he believed to be a 15 year old female to engage in a sex act with him.

Palmer was released from the Florence County Detention Center on June 22, 2019 after posting a surety bond. This incident remains under investigation and additional charges may be possible.
